Test task - write your own video player, is it difficult?

Here are the tasks verbatim:
"Create an application for Windows 10. The application must play video files from an external folder. The application must support 2 screens.
The player controls are located on the first screen (buttons play, stop, next, prev, pause, volume control, bar progress (how many videos have already passed, with the ability to rewind at the right time)), pressing the buttons should be accompanied by effects (recoloring the buttons, zooming in, effects around, etc.)
On the second screen, the videos themselves are played.
When you launch the application, the second screen should have an idle splash screen (some nice particle effect). After pressing play, the playback should start from the first clip in the folder, when switching next / prev, the clips should change in order (each starts from the beginning). When you press stop - return to standby mode.
The rollers should seamlessly switch between each other. The first screen is 1280
*720, the second 1920*1080".

No, it is not advisable to perform such a task as a test.
Well, I definitely wouldn't. In principle, it will not take much time, but a beginner can puff for several days.

On wpf or uwp hours for a maximum of 8, this is written. It will be too far to the finished product, but just right for the test task. As for me, a very sensible task, you can understand how well the applicant knows the tool and theory.

Yes, all this is elementary written on standard components, it will take longer to look for a beautiful effect from particles. When I studied at school, I wrote this in Delphi7

not the right statement of the question:
- can I do it myself? (to answer you, to himself)
- how much does it cost? And where can I find a freebie artist? and this again is NOT here (not on the toaster)

I do not advise - these guys want to rake in the heat with the wrong hands.
Too specialized program comes out - two monitors, particle effects ...
Work, as for me, for two working days, even with the presence of libraries.
