Terminal server with one "common" account. How to distinguish "cookies" in the browser?

There is a terminal server on win2012r2, for users ONE account with the disabled policy "limitation to one session" is made.
This account has added certificates and private keys for authorization and signing documents in various web applications (reporting, workflow)
. if one user logs in to the web application under one account, and the second user, a little later, logs in under another account, then the first user's authorization for the second user's login is reset.
The point of this whole idea was not to waste time updating,
Tried chrome, firefox - only run under one session.
How can the idea be realized?

Perhaps it will be possible to drive a path into the HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\Cookies branch that includes %CLIENTNAME% ?

Adding user accounts. There is no way to do this with one user - cookies are physically stored in one place for one user.
Of course, you can pervert and use the portable version of the browser - each has its own copy, but this is nonsense and you don’t need to do this.
