Terminal server on Android?

Is it possible to raise an Android virtual machine in the cloud and use it as a terminal server? Work scenarios: 1) Receiving Google services on Huawei and Honor due to the fact that applications are launched not on a local device, but on a remote machine. 2) Performing operations that require root rights in their absence. 3) Debugging and testing Android applications. 4) Sharing one device with a single file system.
So how to raise a multi-user terminal server on Android?

По поводу п. 4 - в идеале для этого использовать Windows Server. Но для того, чтоб поднять RDS-ферму, надо соорудить дополнительную инфраструктуру. Linux не требует условий для развёртывания, но там мало программ. Android - некий компромис между Windows Server и дистрибутивом Linux. Да и есть приложения, которые только под Android доступны. (При условии, что подключение будет идти с Windows XP SP2, хоть какой-то профит)

Everything is possible, the question is why ...
1. It's easier to buy a normal phone, immediately with Google services, and even half of the functionality of a modern phone requires connection to local components (light sensors, proximity, position, GPS, accelerometer, fingerprint scanner, cameras). Yes, and for the same youtube you will need a very bold Internet channel.
2. Root-rights are usually needed on a local device, how they will help on a virtual machine is not very clear
3. Android Studio has an excellent emulator, no need to reinvent the wheel.
4. There are clouds, and the very concept of a file system in the context of the desire of manufacturers to "sandbox" for applications is becoming obsolete.
If you need a server - use Windows Server or the same Debian, if you need a phone - use a phone.
