Template for layout standards and style guides

There is a task to develop a new coding style guide. Good people, tell me some sensible template for layout of such things (preferably pure html / css / js without reference to the server side). I would like to get something from the series: dev.w3.org/html5/spec/Overview.html and google-styleguide.googlecode.com/svn/trunk/javascriptguide.xml. An ideal option if there is an opportunity to leave comments on drafts (although here you can’t do without the server part). Thanks in advance.

Roughly understood what you want, but I do not see the point in this.
Even if you are preparing this template for yourself, then develop your own standards.
