Temp folder not found. Does not allow uploading images through the web interface. How to win?

Does not allow uploading images through the web interface.
Writes an error: The temporary folder is not found.
On the debian server, on different sites, under wordpress.
Through the flash loader and simply through the selection of a file.
What I did:
Found the location /etc/php5/apache2/php.ini.
Added there upload_tmp_dir = / tmp
then service apache2 restart.
/wp-content/uploads/ 777 set
/tmp folder in the root of the site 777
added the line putenv('TMPDIR='.ini_get('upload_tmp_dir') ) to wp-config.php );
Nothing helped.
