Tell us about Western freelance exchanges from the point of view of an employer?

Now I have a question: where do the most creative programmers work, because there are a couple of small but creative tasks under Mac OS. However, I want to expand the question to the ranking of exchanges in general, what kind of atmosphere reigns where.

oDesk is the most advanced as far as I know. True, they take a commission of 10% (and in fact - 11.11% of the payment amount, i.e. to pay the developer $1000 you will spend $1111.11). Don't hire Indians, Pakistanis, etc. they are cheap, but they work accordingly.

eLance is extremely confusing and goofy compared to oDesk. For example, my project was canceled, I need to return the prepayment to the customer, it doesn’t work out in any way - I already wrote to support, we can’t give any sense.
