Tell us about html-based mobile phone applications?

More than once I saw a glimpse on the net about mobile applications made in html / css. Tell us exactly how it works, under which platforms and how to write. Maybe there are working examples?

Phonegap / Cordova are things that allow using the WebView component and the ability to access device functions (accelerometer, geolocation, contacts, etc.) to create mobile applications using HTML + JS + CSS.
And yet, to create such an application quickly and simply enough, you need some kind of UI framework. For example, Ionic , Framework7 , Dojo Mobile , jQuery Mobile , etc.
We are using Framework7. Of all the things I listed, we liked the most.
