Or I don't understand something...
In short, a person has two accounts on the device (android), with different phone numbers and usernames.
One of these accounts is assigned as a co-admin in one of the channels.
But the fact is that the channel can be controlled by another account (non-administrative), and the appointed co-administrator just cannot manage it.
What is it like???
