Telegram bot works on heroku but doesn't work on other regular hosting, what should I do?

A bot based on a php library that works through composer.
uploaded the files to the hosting, put the composer on the hosting, updated everything, it seems to be up.
Connected ssl certificate, everything is fine.
But, the same code works on Heroku during deployment, but on a regular host (although in fact everything is the same), it no longer works, set Webhook on the host, etc., I don’t understand what the problem is
