Requires a bot to send messages to specific users. Google did not give a result, so I decided to write here, maybe someone can help =)
The bottom line: The
admin compiles a list of users (database) that is edited over time (the functionality to add and delete a user), then writes a message and the bot sends this message to each user in the LAN bases.

You can send a message by direct call to api.
the admin enters the client_id, tid (telegram id) bundles into the database,
