Technology of maps and schemes (search for analogue html map&area)?

Tell me, on the basis of what it is most convenient to make maps and diagrams, by analogy with html map&area.
Let's say with a reaction to hover and other goodies. flash is not acceptable.

In any case, it will either be Javascript or Flash / Silverlight.
If Flash is not applicable, there is only one way out - JavaScript. As for images, either break them into pieces, or take the coordinates of a mouse click. As for the goodies, it's worth looking in the direction of JQuery.
