Technologies for developing a client-server information system on Windows XP?

Tell me the technology stack for developing a client-server medical information system with the obligatory ability to run the client on Windows XP. The customer is fundamentally against the web solution.
Additional requirements:
1. Database of 20-40 tables
2. A lot of work with large texts
3. A system for generating and printing reports
4. From 20 to 50 clients
5. A modern operating system for the server.

IMHO, the only requirement that limits the choice, tk. everything else is trivial.
.NET FW 4.0 is installed on XP, so take C# + WPF and develop. It is possible and WinForms in principle, if this application is a la file cabinet.
Because on the server - a modern OS, then the stack on the server can choose which one you like (this is if the client needs a thin one).
Libraries under will be enough. If the task is completely non-standard, XML and XSL-FO will help you out.
