TeamViewer 12 not connecting?

The 12th version of TeamViewer does not work. Writes "Not ready. Check the connection" and about every 30 seconds a window pops up with the settings for the proxy (the proxy is not used). If you install version 9 (everything that I found from the installers on my computer), then everything works fine. Firewall disabled, tried to reinstall, nothing helped.
How to solve the problem?

The same trouble, updated from 11 to 12 and writes "Not ready. Check the connection." Ubuntu 15.10
p.s. Rebooted the system, everything became normal)
