Task killer that completes tasks when running on battery (windows)?

I'm looking for a task killer that completes tasks when switching to battery operation. That is, I want the program to automatically terminate pre-marked background processes and stop unnecessary services when switching to battery operation; it is desirable, but not necessary, that these processes be restarted when the power is connected. System used: windows 7

Power Plan Assistant seems to be able to do this.
And if the events of switching to battery power are written to the log, you can hang taskkill on this event in the task scheduler
