Tag people in photos in Google+ Photo/Picasa?

I set out to transfer all my photos to Google+ Photo/Picasa.
How can I massively tag people in a photo who are not on Google+ or without notification by E-mail.
You can manually mark a person who is not in Google+ ( Example ). But when you try to massively tag people in the photos in the album, you are required to either specify a G + user, or enter an email address to which a notification will be sent.
Are there any other options to tag non-G+ people and not send them notifications?

I don’t know how in picasaweb , but in picasa itself, a Windows application that can synchronize files on a computer with the cloud, it seems like you can do what you want.
There is an awesome mechanism for mass marking people - he finds everyone in the photographs, and you only help him. And there you can not enter the email of the marked people and disable synchronization with contacts and Google plus.
