Tag conversion under Windows?

Faced the problem of batch converting tags in music.
KOI8-R → UTF8
In Ubuntu, everything was somehow easy and natural ... but in Windows I was already confused and Google was silent.
Who can suggest a solution?

I won’t say anything about koi-8, but 1251 is successfully converted to Unicode using the mp3tag utility (it’s easy to google). She can do a lot more.
