Tab groups in Sublime Text. How to turn it on?

On macOS, it worked out in Sublime Text to make a group of tabs, if that's the correct name.
I don’t know how it happened to be done, I just dragged one tab above the tabs themselves.
The structure is as follows. There is a tab that contains the tabs we are used to. Next to this tab is another tab that contains other tabs. It turns out something like groups of tabs.
Googled various queries, could not find information on the issue.
After reinstalling macOS and installing Sublime Text, I can no longer do this.
But, I know that this is possible, since I somehow did it myself and now you can do it with a friend on iMac. He doesn't know how he did it either. That is, whether the setting was turned on or something else, both do not know.
In general, who is in the subject and knows how to do this, please help to make such global tabs.

I figured out the issue, this is a macOS feature. This, in fact, does not apply to Sublime Text itself.
"System Preferences" / "Dock" / "Open documents in tabs" (set to "Always").
Now, when moving a tab just above the tabs themselves, a tab is created, as shown in the screenshot in the question.
