The collective tag editing system worked for us, but was temporarily disabled due to the transition to a new design. Users could add pictures, descriptions and tag synonyms themselves: habrahabr.ru/company/tm/blog/225121
In the very near future, we will return tag editing back and greatly improve it. In particular, it will be necessary to just add the ability to glue tags, as well as offer new ones: this has not happened yet.
In fact, the creators of the service follow the questions in the toaster tag. And the number of subscribers can show whether this functionality is needed or not.
And I agree about the question - newcomers create new tags that they are not subscribed to, so I will not see their questions. It's probably worth turning on some kind of moderation mechanism for both the questions themselves and the tags. Or complicate the creation of new tags or prohibit altogether. For example, make a warning when creating a tag as when creating a question.
Is there a suggestion to open a public repository of the Toaster project on Github (without sources, of course), and discuss issues, bugs, tasks with users there using the issues mechanism?!
