Synchronized video playback on 2 or more devices?

I want to create an application that will allow me to watch videos with friends at the same time, but I don’t know where to start, so I will be happy with links to articles and literature on this topic.
From my technologies: C#, Asp.Net Core, Blazor.

Broadcast video over the network from your computer, and even in good quality - there may be connection problems, which will either cause a drop in quality or delays. And in this case, synchronicity will be incomplete.
Why not just download videos to friends in advance and start playing at the same time?
You can even try to throw a script on your knee and set up authorization to run it in some VLC thread on your own and on a remote machine

Google about WebRTC. Completely synchronously will not work, but almost as it should be completely.
