Synchronization between CISCO and R1.5 converter - ISDN PRI?

Good afternoon.
The situation is this: There is a provider modem from which R1.5 goes to the Spetssvyaz-200 1 converter ( R1.5 - ISDN PRI ), and from the converter to the Siemens OfficePro station . Everything is working.
You need to replace Siemens OfficePro with cisco .
There is no access to the Siemens station , I can’t find the manual for the converter at all. Not to force cisco to be synchronized with the converter in any way. An orange alarm signal is on on the cisco
port , the E1 controller does not rise. It is known that siemens accepts from the converterCRC4 and 30 channels . Cisco settings are as follows:

We checked the physics with a tester - working.

Have you tried clock source internal?

Have you tried disabling CRC4?
and set
network-clock-select ...

Try like this on Serial

interface Serial0/0/1:15
 no ip address
 encapsulation hdlc
 isdn switch-type primary-qsig
 isdn incoming-voice voice
 no cdp enable

And yes, I have framing NO-CRC4
AND make a jumper to check the physics exactly.
