switching layout in Solaris 11.1 console under VirtualBox

I am far from a solar scientist, but the need forced me to work with the system.
what has already been done:

kbd -s
with a choice of Russian , then:
pkg change-facet facet.locale.ru_RU=True
svccfg -s svc:/system/environment:init \
setprop environment/LANG = astring: ru_RU.UTF-8
svcadm refresh svc:/system/environment
as well as:
svccfg -s keymap:default setprop keymap/layout = Russian
svcadm refresh keymap
svcadm restart keymap

after which I tried ctrl, space, shift in all sorts of combinations, as well as meta (“context menu”) + c
To no avail. The alignment stubbornly does not switch.
X11 is not installed on the machine. It is clear that all this works through ssh, but it's already hooked, I've googled everything I can.
What am I doing wrong?
