Does not mean. There is no Windows support.
Perhaps someone will add it in the future.
Open source means that the source code of the language is open. But this is a compiled language, the regular compiler creates an executable file for execution on the Mac OS operating system. When they make a compiler that creates executable files under Windows machines, then it will be possible to "program under Windows".
Under Windows, they usually program in .Net C#, PowerShell if they are scripts.
You should not drive a racing car on tracks adapted for large, harsh jeeps.
