SVN: Changes are visible in history, but they can't be retrieved on checkout - what's the reason?

I use IntelliJ IDEA Ultimate / TortoiseSVN.
The problem is that the files where the changes were made are visible in the logs, they can be viewed, etc., but when you try to checkout at least by HEAD, at least by the selected revision, the old versions of the files are merged, without the changes made.
I can not understand what is the reason and what needs to be done in this situation.

The problem is in the default SVN client. It is worth digging into the IntelliJ settings and, having installed the SVN console client, switch the IDE to use it.
