Sublime text 3 CSS problem what could be the problem?

Hello! Such a problem. I started to typeset the site, created an HTML file, then CSS, made the background aligned everything that was needed in the same CSS, everything was fine. But just a few hours later, the CSS file seemed to stop responding. Everything that I add, delete in CSS does not change anything, I tried it in codepen, everything changes and applies normally there. What could be the problem ?
I'm already trying on 3 computers, the problem is exactly the same

or download teamviewer and send me password and login - I want to make sure

this is called "cache"
resources are cached in the browser and are taken from the cache.
to get the latest version you need to clear the cache
