Stupid question - how can IntelliJ IDEA, being written in Java, run without a JVM?

I know that you can wrap a jar in an exe, but this does not seem to negate the fact that you need a JVM to run even such a wrapped exe

Idea has its own java.
It lies in the folder <idea>/jbr
