Studio for the system administrator?

Good afternoon. Please tell me a tool for a system administrator for centralized management of a network and individual devices, moreover:
- studio: everything in one program (like Moba XTerm),
- infrastructure configuration options (like ansible, salt stack, etc.),
- portable version (portable),
- support for Windows and Linux for both host and agents,
- cli - oriented (the ability to work without a bunch of buttons and checkboxes, but through the console)

Is there anything close to put on a USB flash drive and work everywhere and with any network/device? Or is there nothing better than a laptop yet?

ps
Now I use a persistent storage live usb flash drive.

And what for is all this shit necessary?
If you really want to go everywhere, then you just sit remotely on your special car from everywhere and that's all

What about network management? What exactly is there to manage?
There are programs to control individual devices, it all depends on the protocol by which the control is being carried out.
For example SSH, telnet, various utilities from the manufacturer like winbox.
infrastructure configuration options (like ansible, salt stack, etc.),
And what's the problem? Install the same ansible and send configurations via ssh.
Judging by the requests, putty or something like that will suit you.
Allows all of the above.

How about Remote Desktop Manager? Ssh, telnet, rdp, web and more. There is a free version.
