No, Federal Law No. 121 "On the creation of sites" prohibits the creation of web resources by webmasters who have not reached the level of html at 80%, css at 65%, and python at 71%.
Keep learning.
But seriously, just try it. You will start to face specific issues and study them in parallel. You can't learn something without practice.

I don’t know how much you learned it, but on the subject I’m more than sure that very little.
And here you know more real html numbers for ~ 50% css ~ 15-25% well, Pluto is not much better. But on the question, of course you can, why not? Just understand what you need to sip, and what to learn.
