What program should be used to learn English. words/phrases?
Background: I decided to "pump" the level of English - I watch movies, read books, etc. Accordingly, during the whole process, new words appear that need to be learned. Yes, actually learning is not a problem, the problem is to make sure that they are not forgotten.
For this purpose, I decided to use AnkiDroid on my phone with its spaced repetition method, and in general everything is fine - it suits me, but there is one problem - the lack of a built-in database of words and transcriptions for them in applications.
Because of this, it is very inconvenient to add new words: roughly speaking, I read a book, I see a new word -> I climb into the translator and see what it means -> I add the word to the application -> I look for a transcription to it on the Internet -> again I climb into the program and enter the transcription .
As a result, it turns out that to add each word, you need to make a lot of extra gestures. But I would like to somehow reduce everything to such a scheme: you add a new word to the program -> the program itself finds the transcription and offers to choose a translation.
Actually the question itself: recommend a program for learning / repeating words / phrases based on spaced repetitions (well, or on some other repetition mechanism) with the ability to select words from its own database

Books. Find something interesting and read. Complete books by one author. The author has a limited vocabulary, so the words will be repeated (but this is not accurate - there are a lot of editors).
What I do:
Read a chapter -> write down unfamiliar words -> choose 20 pieces -> learn quickly

I liked the SE Wordbook app. There is a small built-in base with words. The remaining words are added independently, you can add one at a time, or you can upload many words at once as a csv file.
In general, it does not matter what program you use to teach. At least you can write it down on paper. You understand that some word is not remembered, repeat it over and over again until you remember it. And then every other day/week/month/year you check yourself. Also, practice is required. If you don't use a word, it will be forgotten after a while. Any program will only make your life a little easier, and in order to learn what is poorly memorized or constantly forgotten, you still have to do, as you say, "a lot of extra gestures"

The only problem is, you need windows to manage the whole thing, and to use it later on Android, you need a purchased version. As for your case, you need to find and install a large English-Russian dictionary like Muller with transcription, find the word there and immediately enter it into your tutorial.
