Strong load on VDS?

VDS is periodically heavily loaded according to Vesta, the total load is shown as 4.35, which is the highest I have seen. VDS configuration
CPU : 2 xeon cores
RAM : 2GB
OS : CentOS
HDD:100GB
On VDS 2 site attendance of the first 150-250
Attendance of the 2nd 1500-2000
Several times a week the server hung up, it came to ask the SP to restart the server.
At the time of loading, I checked the ps auxw command

why do you need apache? if you get rid of Apache, there will be a pretty serious performance boost for sites

You need to look not at the output of the ps command, but at free -mh
I think it will show that all RAM is full and the system is swapping.
