Stream through 2 PC?

Hello everyone,
I have a couple of questions here ... mb tell me.
1. What is the maximum bitrate on twitch without an affiliate program? 6000?
2. If you assemble 2 computers for streaming (in order to unload the 1st), as I understand it, a capture card is bought and streamed through nvenk, but is it possible to stream through the processor?
3. Will such a rod be ok for the 2nd computer (for streaming)?
AMD FX-6300
Asus M5A78L-M LX3 VGA
KINGSTON 8GB PC3-12800 CL11 KVR16S11/8 GW.24
Asus GeForce GTX 1060 DUAL OC 3GB
Elgato HD60 Pro + HDMI Splitter 1x2

1) https://stream.twitch.tv/encoding/ Keep in mind if you don’t have a quality change: a large bitrate increases the size of your stream, it takes longer for users to download it to their computer / phone when watching, so who has trouble with Internet will complain about lags. And there are many, trust me.
2) In my opinion, it is better to invest in the upgrade of the first one if there are problems with FPS on the stream or in games. I'm streaming through the processor. I experimented with a second streamer computer, since there are plenty of computers at home, but in the end I just upgraded the main computer. FULL HD at maximum speed streams with a bang with a maximum bitrate. If you care about the quality of the picture, then yes, the second computer may come in handy here, but you are unlikely to notice these pixels with the naked eye.
my config is i7, 16GB, 970 4GB
