Strange youtube video link?

Good day everyone. I use a chrome plugin that allows you to download videos from youtube. He gave me the following link to the video.
oo.preferred. comstar-svo1 .v10.lscache6.c.youtube.com/videoplayback?upn=Mms9CuCJ6_s&sparams=cp%2Cid%2Cip%2Cipbits%2Citag%2Cratebypass%2Csource%2Cupn%2Cexpire&fexp=912405%2C914034%2C909902&itag=22&ip=95.ip=95. = 99735881162CAE86362081FF645EA87D31A67743.42AA34070E7EC53D4064FA849F66E4762B9A19C6 & sver = 3 & ratebypass = yes & source = youtube & expire = 1333751075 & key = yt1 & ipbits = 8 & cp = U0hSSFdQT19MT0NOMl9PSlNBOjA4Vm5iV1FCY0FC & id = 6ea66967b86e60e2
provider I Komstar (TenzorTelekom Yaroslavl). Can anyone explain why there is "comstar" in the link? If it's not by accident I'd love to hear the technical details. Thank you.

As far as I know, YouTube keeps its mirrors from major providers. When watching a video, the one closest to you is selected.
