Strange visits with multiple browser sessions. Robots or people?

Recently, I noticed multiple sessions on the site from one ip-address and browser. Requests occur almost at the same time. 6-20 http requests, each request has a separate session.
You might think that these are some kind of robots, but all this happens from different addresses and about once an hour.
Doubts arise, maybe these are real people and a feature of some browsers?
Often among the User-Agent appears:
"Mozilla/5.0 (iPad; CPU OS 6_1_3 like Mac OS X; ru-ru) AppleWebKit/536.26 (KHTML, like Gecko) CriOS/23.0.1271.100 Mobile/10B329 Safari/8536.25" and devices on Android.
