Strange Megafon redirects, what's the matter?

It started a couple of days ago. I surfed my "immense" and sometimes redirected to this IP: 83.149.14.152

Often this happened and the selected part of the link changed.
To be honest, I had no idea what was wrong, I thought maybe something was wrong with the hosting of the site I was trying to switch to, but today is the last straw. From the great and terrible Habr, following links to tips and articles, redirected to this link.
The content of the page is not rich - one line, two sentences:

Page Not Found. Zdes vseyo so!

Strange, as for me.
The participants of the Dvacheviches added fuel to the fire. I decided to google this uncomplicated, but intriguing quote, there were complete matches on the first two links. What does the first of them redirect... Well, you understand where. The second one had more meaningful content.

I read it and was horrified. I remembered that it was two hours and more or less calmed down. Conspiracy theories and so on - what people dissatisfied with life and society like to discuss, all within the framework of Lurka. At the moment, only from there everyone goes to hell, and these people do not differ in intelligence. Well, okay, that's not the point.
I would like to know what it is, this essence? The essence of this problem? Thought there might be someone here who has experienced this.
A bit of info:
I use mobile and-no, a flash drive from Megaphone with their own SIM. It is successfully connected to the ZyXEL Keenetic 4G router to distribute Wi-Fi to other devices (on the phone, by the way, it also redirects to this IP, which when connected to Wi-Fi, which is through cellular data, the SIM in the phone is Megafon) or something like that, too lazy to reach for it.

Obviously, this is Megfon's IP. Their websites are also located on this IP: megafon.tv, megalabs.ru or something similar.
Again the question is: what could be the matter? I'm already leaning towards what the user wrote in dvacha, and it smells bad.

It seems that the megaphone really redirects to its page if you get a 404 error, as a friend of two spoke about. You can check by explicitly going to a page with a 404 error, and then install some VPN browser extension (of which there are a lot now) and try again.
Why the megaphone does this, one can only guess. But this is not the first time from our opsos.

The situation is one on one. I use a 3G modem from Megafon and use an Asus router to distribute Wi-Fi to a laptop and phone. All devices are redirected to the already specified address. I wrote to Megafon support, they replied that they had an error, and suggested using a different browser, but everything repeats in another browser. When using a VPN or trying to open a site through an anonymizer, everything is fine, no redirects occur, and the browser returns the usual 404 page.

What prevents you from disabling a redirect in your Personal Account?
What prevents you from turning on the Firewall in the router settings and filling in the list of known IP addresses for blocking?
What prevents you from simply declaring a problem with a redirect to Megafon technical support?
