Strange hover behavior in Chrome?

Try opening the page in incognito mode maxkarpov.ru/test.html
There are two completely identical menus, but in the first one, when hovering, the drop-down menu disappears almost immediately if you start moving the cursor down on it. In the second everything is fine.
The funny thing is that if you open the console or press Ctrl + U - the first menu starts working normally. I've already broken my head, what could be the matter?
The problem is not only with me, I threw it off to several friends, they also have it. Extensions are disabled.
