Stopping virtual machines when there is not enough memory?

Hello everyone!
There is a Hyper-v failover cluster of two nodes and iSCSI storage. On the first node, virtual machines are launched for testing, on the second node, critical for the operation of the virtual machine infrastructure. In case of failure of the second node, the virtual machines running on it migrate to the first one. But it physically cannot provide resources for all migrating machines.
Question:
How to force test virtual machines on the first node to stop if they do not have enough resources (merely memory) to migrate critical machines from the second node to this node?

If all the virtual machines are in the cluster, then you can test to lower the priority and enable dynamic memory allocation on them. But turning them off by standard means will not work.
