How is the "state" system in SaltStack?
Where does the state tree start from?
Do you need a top file?
Do you need a top file in the environment branch?

After the line that declares the environment. In the documentation and by default it is base. the same environment should be described in the /etc/salt/masterfile
Needed. It describes what states can be applied on a minion or group of minions.
I did not understand the question. In general, the top file is needed.
