Starting the program for the old device. COM port and runtime200 error?

There is the following problem:
Old device with COM port and DOS software. Prior to that, I worked on the same old computer with a com port, windows xp and a Pentium 2 processor somewhere.
The computer died and the question became what to do.
1) The first step was an attempt to run a processor with an adapter
moxa.ru/shop/usb/1_port/uport_1110 on Windows 7 and 3 (the version is correct, the firewood is up)
The attempt failed with a runtime200 error. Which, as I understand it, is associated with a high frequency of the processor.

2) Trying to run on the same machine in dosbox. The program started, but from inside the dosbox it could not use this adapter and did not see the device.
3) The same from under Windows XP. The result is similar.
4) An attempt to use various programs to fix this problem. None helped (I used all the programs that were in Google, almost all gave an I / O error or simply did not work, except for one that worked, but broke the DOS program. It stopped giving an error, but did not start correctly)
5) Attempt to repeat all of the above on an older computer with a native COM port. But his processor was also not old enough and the runtime 200 error also prevented it from working.
Is there a solution to my problem other than buying a very old computer where this problem won't exist?
