Start\action center not working in windows 10 - solutions?

The Start button in Win10 stopped working (right click on it works properly; right click on the taskbar works properly; right click on the task button does not work). Action Center also does not open. Settings via Win + I also do not open (more precisely, it opens and immediately closes itself). System Tray works fine.
Solution attempts:
0. Manually restart explorer.exe
1. sfc /scannow
2. Dism /Online /Cleanup-Image /CheckHealth, Dism /Online /Cleanup-Image /ScanHealth, Dism /Online /Cleanup-Image /RestoreHealth
3. Get- AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml "
}

Open regedit.exe
Right click on HKEY_Users and select Permissions
Make sure that "All Application Packages" exists and has Read Permission
Repeat for HKEY_CLASSES_ROOT
Expand HKEY_LOCAL_MACHINE. Check the subkeys HARDWARE, SAM,SOFTWARE,SYSTEM. Make sure that All Application Packages has the Read permission.

6. MS suggested solutions to the problem (other than updating drivers, my brain refuses to consider this a possible cause)

7. Microsoft's Start menu troubleshooter try not succeeded, the link is dead everywhere, it just opens the MS website.
8. Created a new user, there is the same garbage.
9. Delivered fresh updates.
Who will advise what? Maybe rollback some update?

The problem was solved only by means of System Restore to the point automatically made by the axis when installing a fresh critical update.

I recently encountered this problem on an RDS farm, it is interesting that not all users had it. I solved everything by replacing the TileDataLayer folder from the working profile. See more detailed instructions here . Maybe this will help someone.
