System requirements:

• standalone - requirement of the security service. :(
  
• planning - the ability to plan the workload of workers, the ability to see the load, for example, in the form of a Gantt chart.
  
• reporting - the ability to generate simple and understandable reports on the spent and planned resource.

We tried to use Jira for this, but it doesn’t know how to do flexible reporting out of the box.
