Staffing, if an organization has several divisions, then a separate SR is made for each or what?
How is it updated? Is a new SHR made every year?

What for?
If from the point of view of formality, then SHR is done for legal entities. It lists all divisions.
Sometimes SHRs are made for separate subdivisions.
Another issue is building an org structure. There are more features. But this is weakly related to SHR.
