Stackoverflow alternative?

A good Stackoverflow thing, but as soon as you ask a question about programming, and not “why this helloworld doesn’t work,” a crowd of moderators immediately come running and either closes the question because it violated the Procrustean bed of rules by two millimeters, or moves it to some -something from the back streets of the stackexchange, where no one enters, so it is not possible to get an answer to the question. What are the English-language programming resources where a lot of good developers hang out, but without the moderator "Taliban"? You can separately in different languages, but better together. Thanks in advance.

well, if the question is closed on the CO, then he really has already set his teeth on edge. And they usually close with 1. a reason, 2. a link to the topic that this question duplicates.
about the "poorly searched" I'm afraid to clarify.
