SSH access to virtual machine in Hyper-v?

Hello!
Hyper-V has Debian installed, shh is set to port 22, IP 192.168.1.7. Also PermitRootLogin yes.
I downloaded PuTTY, I enter ip and port, but I don’t want to connect, it says Connection refused.
Please tell me how to solve the problem, thanks!

connection from inside Ddebian to port 22 passes? telnet 192.168.1.7 22 ?

The problem was solved by itself, at the next launch hyper-v was able to connect to the machine via ssh. Thanks to all!
