Squares instead of Russian letters in the CentOS 8 console. Why do changes in /etc/vconsole.conf not work?

I installed centos 8 and in the console, as expected, I got squares instead of Russian letters. Entered "setfont UniCyr_8x16" and before the reboot the problem is solved. But I need to solve the problem forever, so I brought the /etc/vconsole.conf file to the form:
KEYMAP="ru"
FONT="UniCyr_8x16"
After rebooting again, the squares in the console. This is the first time I've seen this, it helped before. Where to dig?

This is most likely missing: # dnf install glibc-langpack-ru
