Spp.exe speech synthesizer for DOS - history?

In the nineties, many people used this synthesizer, but did any of its history survive? Who wrote when? Today, everywhere lies in the form of "exe-shnik, and that's it."

For win3.1, win95 .. and I remember for sure I saw a driver for winnt4 and heard about one for winxp (before the first service pack, the driver from winnt4 seemed to fit), which created a full-featured sound device on the pc-speaker
in win7 and higher, the speaker was cut out at the level system, even a regular beep is issued to the sound card
