Speed limits in Mikrotik for all but one?
Made via simple queues limit: 0.0.0.0/0. But if for a separate address to do without restrictions, then it does not work. Of course, I'm not very pro, but this situation went after another person.

Change the order of the rules, the rule for one should be higher than the rule for all
Wexter 's
answer , correct. The rules are executed in turn and, in fact, the allowing one (with a higher throughput) works out first and subsequent rules for that ip do not work, but you have a general rule 0.0.0.0/0 and it cuts the speed not only of all your users INSIDE the network, but also the speed of the WAN port.
That is, your WAN port is used only PARTIALLY, depending on the restriction, and does not provide full (according to the agreement with the provider) speed for all network users accessing the Internet.
