Speech-to-text and Text-to-speech in Unity?

I want characters to be able to speak and understand certain voice commands. Can anyone come across how to use the Google App for this? I know that you can even download a language on Android, and speech recognition will work offline. Will it work on iOS? Or maybe there are other options?
