Specialist diploma in IT abroad, does it matter?

Hello, I would like to know: I read many sites in the hope of finding out the answer to my question and all I saw was: "Such a diploma offers narrow opportunities for education and employment abroad - there are some difficulties with its recognition."
I plan to enter the direction 10.05.01 Computer security, specialty. In the future, I would like to be able to leave in a western direction, from Russia. I want to understand: what will foreign employers say when they look at my specialist diploma? Indeed, in fact - I graduated from a higher educational institution, and this is my supporting certificate and I, in theory, am a specialist, by that time with work experience and skills. I also found out that a diploma increases the chances of obtaining a visa and residence permit, but, again, a specialist diploma also increases these chances, or is everyone talking about a bachelor's degree, because obtaining a visa, in fact, is not working abroad and what's the difference Is my diploma listed there or not?

See the list of universities listed in Europe. In any case, the nostrification of the diploma is done during the relocation. And the higher technical education itself is already better than its absence.
In any case, the employer will choose according to the algorithm:
a) Vasya is a high-profile developer, does not have a diploma.
b) Petya - has a diploma, but an average developer.
Vasya will win.
a) Vasya - an average developer without a diploma
b) Petya - an average developer with a diploma
Petya will win without any options.

What will foreign employers say?

there are so many countries abroad and everywhere in different ways,
for example, in Germany there is a list of Russian universities and they all have a certain grade, in general it is needed to enter their universities and obtain a visa, but maybe employers are also looking at it. I saw an article on Habré, where the dude said that in Germany the university immediately gives an increase to the salary. In Canada, the university can help with migration, it gives some points, but being younger than 35 gave more points than a diploma (maybe it has already changed, I looked for a long time). In Scandinavia, the employer is reported to justify why they could not find a specialist at home and take them abroad, maybe a diploma will help then, but experience will be more important
specialist, by that time with experience and skills

in fact, you don’t have any experience and skills by this time, just after the university and they know it. It’s unrealistic to get a job with such data, they hire people from the CIS because you can pay a senior as a middle, and they have enough juniors. By the
way, I didn’t even know that they decided to leave the specialty, in general, they usually equate it with a bachelor’s degree, I don’t understand why the hell is it needed.

It seems to me that in the abstract "foreign countries" they have little understanding of what "specialty" is. They have two graduations there - bachelor and master. But maybe in the Russian Federation there are some agreements on the mutual recognition of diplomas between countries, which stipulate which Western diplomas to equate a specialist with.
Well, from Wikipedia:
"In connection with the rules for participation in the Bologna process, the qualification degree -" specialist "will cease to exist in the coming years for applicants to universities of countries participating in the unified European higher education program, academic degrees of higher education will remain: bachelor, master "
On the other hand (from there)
Russian President Vladimir Putin questioned the need for a division into master's and bachelor's programs for some specialties. He offered to revive the old system
. So by the time you graduate from Univer, you may have to take care of having such a Compliance yourself.

It does not confirm in any way that you are a specialist, who also has knowledge. Or do you think that everyone who has a diploma studied perfectly, defended himself and knows everything in textbooks by heart?
Do you have a high school diploma? A gold medal is attached to it to make sure that you know all the material perfectly?
You are a bit confusing skills and work experience with education.
Skills are what you have learned on your own. In the process of study, work, hobbies and so on.
Work experience is work experience, mostly commercial.
A document about the tower is a document confirming that you studied at this institution.
