Something weird happened to the Windows 10 x64 interface?

In general, everything is as in the picture (there is a screen of the explorer with a total commander in the background). Some elements seem to be in high contrast mode, although everything else is fine. Enabling / disabling the high contrast mode does nothing, as well as changing the theme and updating to the latest version of Windows. Does anyone know what happened and how to fix it?

If everything is fine with the theme and mode, then next I would look at the video card driver and its performance, and also check it on live

Perhaps some kind of contrast is enabled, as AntHTML said, I would climb in the theme settings
