Some transport rules don't understand English in Exchange 2013?

There is Exchange 2013 sp1. I create a rule for redirecting letters that have specific words in the body of the message. Accordingly, I indicate in "Contains these words in the subject or text of the message:" a set of the necessary words. As a result, if the subject contains these words, then the rule works. But if there is a match in Russian words in the body of the letter, then the rule does not see these words in the body of the letter. With English words, complete order - the rule reacts to both the subject and the body of the letter. Is this such a defect of Exchange or does it need to be prescribed some parameter so that it understands the Russian language?

There is a problem with encodings in Russian, so apparently you see the word "word" (1251), and Exchange sees it as "ёyyutu" (866). I don't know in what encoding Exchange expects the word, i.e. which is the base for Cyrillic, but I think it is windows-1251 (or maybe UTF8), so that the rule would work with Russian words - you will have to look not only for the word "word", but also for "ёyyutu" as well.
