[SOLVED] Windows 8.1 dims the screen during some activities. How to fix?

Greetings!
I saw a funny but annoying feature of Windows 8.1:
The screen gets very dark during some jobs.
For example, the FAR Manager File Panels have normal brightness, but when you open the FAR Editor, Windows greatly reduces the brightness of the display.
It's almost clear to me if the process is background - installing an update, launching MSWinWord (two or three seconds), executing sfc /scannow in the console ... Then the essence of the eclipse is clear: "don't pull the console, the system still won't react."
But it's better to turn this garbage off completely, because it interferes with some other useful and interactive processes, like text editing in FAR Manager.
How to do it?

PS Change Advanced Power Settings\Display\Enable Adaptive brightness is OFF for me.
Solution: Too tricky display is responsible for variable brightness. The display setting has been discovered, it has been urged not to behave like this again.
